An appropriate recognized degree (NQF 7) or an equivalent three- or four-year qualification (REQV 13 or higher) which includes professional teacher education . Registration with SACE as professional educator. Eight (8) years' experience of which 3 years must be teaching experience in education and 5 years’ school management experience (departmental head, deputy principal or Principal level) OR as an Office Based Educator preferably as an SES / DCES. A valid driver’s licence (code 8). Willingness to travel often/frequently and to work irregular hours. The ability to work under pressure, to reason clearly and logically. Good communication skills in at least two of the three official languages of the Western Cape. Good computer skills in the application of MS Office with special reference to Word, Excel and PowerPoint.
A. Plan and Manage the ECD Sector within the WCED: 1. Develop ECD institutional management and governance policy. 2. Control the implementation of the ECD Provincial Business Plan. 3.Develop Provincial norms and standards for the funding of ECD centres. 4. Interpret national and provincial acts and policies impacting on ECD management and governance [IMG]. 5. Identify, analyse and formulate the policy problem. 6. Research and analyse international and national ECD management and governance policy trends. 7. Manage the process of policy maintenance, succession and termination. 8. Identify policy issues aligned to national frameworks regarding ECD - specific issues. 9. Develop policies, strategies, guidelines, systems and standards to support ECD management and governance improvement. 10. Prepare policy briefs and project management frameworks. 11. Manage the development of provincial norms and standards for the funding of ECD; Lead, support and develop the Human Capital in the Sub-directorate, inter alia, manage the Performance Development of staff. 12. Manage the utilisation of resources: financial, consumable, non-consumable; 13. Lead, develop and manage the implementation of strategic and operational plans and policy within the sub-directorate. B. Coordinate ECD issues within Head Office and Districts: 1. Co-ordinate and facilitate networking between ECD specialist. 2. Develop and manage partnerships with Local Government Community Centres, etc. 3. Perform strategic planning to address ECD institutional management and governance policy management and governance (IMG) issues. 4. Collaborate with provincial and national departments in matters of IMG. 5. Communicate the operational implications of policy proposals to senior management 6. Development of marketing/advocacy strategies for ECD. 7. Identify best practices in ECD management and governance and develop frameworks within which to enable the capacity building of Centre Governing Bodies (CGBs) including RCLs and SMTs in ECD Centres. 8. Introduce and communicate the intention and desired outcome of policy/ guidelines to stakeholders. 9. Develop effective, co-operative, consultative relationships with other policy professionals and education stakeholders. C. Capacity building and Development: 1. Enable the capacity-building of district officials. 2. Support and guide staff to develop IMG related policies, guidelines and source documents. 3 Develop, implement and manage the mobilisation/ marketing of the subdirectorate. D. Monitor and Evaluate: 1. Monitor and evaluate the governance and governance and management of ECD centres. 2. Develop systems for evaluating policy effectiveness. 3. Evaluate the efficiency and effectiveness of policy, guidelines, systems and strategies E. Financial Management: 1. Actively participate in the budgeting process at Directorate level. 2. Prepare inputs to the annual and adjustment budgets for the component. 3.Assume direct responsibility for the efficient, economical and effective control and management of the component’s budget and expenditure. 4. Assume direct responsibility for ensuring that the correct tender and procurement procedures are adhered to in respect of purchases for the component. 5 Report to the Director on all aspects of the component’s finances. 6. Assume overall responsibility for the management, maintenance and safekeeping of the component’s assets. 7. Ensure that full and proper records of the financial affairs of the component are kept in accordance with prescribed norms and standards. F. People Management: 1. Participate in the recruitment of staff in the numbers and grades appropriate to ensure the achievement of the component’s Business Plan. 2. Motivate, train and guide staff within the component, to achieve and maintain excellence in service delivery. 3. Actively manage the performance, evaluation and rewarding of staff within the component. 4. Actively develop and manage information capacity building.
Advance knowledge of the SA Schools Act and relevant subsidiary regulations; Advance knowledge of the National Education Policy Act Advance knowledge of the Employment of Educators Act; Interpretation and application of all national and provincial laws, policies codes and agreements pertaining to institutional management and governance, e.g; The Constitution of South Africa, Personnel Administration Measures (PAM), Basic Conditions of Employment Act, South African Council for Educators, Education Labour Relations Council, PFMA, etc. Knowledge of the education environment; Extensive knowledge of applicable Education policies and procedures; Knowledge of people management processes; Employee relations processes and procedures; Sound knowledge of Financial Management; Sound knowledge of Project Management; Thorough knowledge of ECD.
