An appropriate recognized degree (NQF 7) or an equivalent three- or four-year qualification (REQV 13 or higher) which includes professional teacher education. Registration with SACE as professional educator. Eight (8) years' experience of which 3 years must be teaching experience in education and 5 years’ school management experience (departmental head, deputy principal or Principal level) OR as an Office Based Educator preferably as an SES / DCES. A valid driver’s licence (code 8). Willingness to travel often/frequently and to work irregular hours. The ability to work under pressure, to reason clearly and logically. Good communication skills in at least two of the three official languages of the Western Cape . Good computer skills in the application of MS Office with special reference to Word, Excel and PowerPoint.
A. Coordinate and manage the compilation of institution management and governance (IMG) policies, guidelines, standing operating procedures (SOPs), systems and best practices for Public Schools: 1. Develop and maintenance of institutional management and governance policies, guidelines, systems, standing operating procedures (SOPs), and best practices. 2. Responsible for the development and maintenance of a principals’ manual / district officials’ manual / e-governance and management manuals (which includes all management and governance policies, guidelines and SOPs for easy reference). 3. Monitor, evaluate, report on and improve the effectiveness of IMG policies, guidelines and SOPs for Public Schools. 4. Assist and support education district officials with the implementation of policy, guidelines, standard operating procedures (SOPs) and systems.5. Advocacy and capacity building / training programs for education district officials. B. Develop and provide guidelines for School / Institution Enrichment (SE) and extra-mural programmes including sports, arts and culture programmes and activities: 1. Develop and maintain policies, regulations, guidance and standard operating procedures (SOPs) for the role out of School Enrichment Programmes and Extra Mural Programmes (including sport, arts and culture activities).2. Compile and manage school enrichment business plan for WCED. 3. Managing School Sport Leagues, Inter School and National Championships.4. Encourage cultural diversity programmes (music, dance, drama and sport).5. Managing of Provincial and National Events. C.Develop and provide guidelines for Representative Council of Learners’ programmes and activities: 1. Develop Business plan for RCL on Provincial level. 2. Monitor capacity building workshops for TLOs in the Districts 3. Monitor elections of RCLs in schools 4. Monitor elections of District RCL Forums 5. Conduct elections of the Provincial RCL forum 6. Organize Provincial RCL Conferences 7. Conduct quarterly meetings with District RCL coordinators 8. Conduct planning meetings with stakeholders such as the Human rights commission, Western Cape Children's Commissioner, IEC, Nelson Mandela Children's fund, Safe schools, School Governing Body Associations, etc. 9. Conduct annual Operational planning meetings with District RCL Coordinators 10. Organize capacity building workshops for the Provincial and District RCL forums .D. Financial Management: 1. Actively participate in the budgeting process at Directorate level. 2.Prepare inputs to the annual and adjustment budgets for the component. 3.Assume direct responsibility for the efficient, economical and effective control and management of the component’s budget and expenditure. 4. Assume direct responsibility for ensuring that the correct tender and procurement procedures are adhered to in respect of purchases for the component. 5 Report to the Chief Education Specialist on all aspects of the component’s finances. 6 Assume overall responsibility for the management, maintenance and safekeeping of the component’s assets. 7. Ensure that full and proper records of the financial affairs of the component are kept in accordance with prescribed norms and standards. E. People Management: 1. Participate in the recruitment of staff in the numbers and grades appropriate to ensure the achievement of the component’s Business Plan. 2. Motivate, train and guide staff within the component, to achieve and maintain excellence in service delivery. 3. Actively manage the performance, evaluation and rewarding of staff within the component. 4. Actively develop and manage information capacity building within the component in order to ensure that information resources are appropriately and effectively developed, distributed and secured. 5. Active involvement in the compilation of a human resource plan, a service delivery improvement programme, and an information resources plan for the component. 6.Promote sound labour relations within the componen
Advance knowledge of the SA Schools Act and relevant subsidiary regulations; Advance knowledge of the National Education Policy Act Advance knowledge of the Employment of Educators Act; Interpretation and application of all national and provincial laws, policies codes and agreements pertaining to institutional management and governance, e.g The Constitution of South Africa, Personnel Administration Measures (PAM), Basic Conditions of Employment Act, South African Council for Educators, Education Labour Relations Council, PFMA, etc. Knowledge of the education environment; Extensive knowledge of applicable Education policies and procedures; Knowledge of people management processes; Employee relations processes and procedures; Sound knowledge of Financial Management; Sound knowledge of Project Management.
