A recognised 3-year qualification (REQV 13) in education (degree or diploma); appropriate tertiary qualification in Library and Information Studies (degree or diploma); 5 years? experience in Library Services, preferably education directed service, of which three years must include Technical and Client Services experience, as well as management experience; valid code 8 driver's licence.

Manage circulation: Coordinate and manage the delivery of an effective and efficient Client Service to be optimally used by the Western Cape Education Department (WCED) officials, teachers, learners as well as students of education; manage the overall coordination of the Circulation Services in liaison with EDULIS Management and relevant role players in the districts in order to ensure maximum cohesion of service delivery; coordinate and regulate an EDULIS Advanced Reference Service requiring in-depth searching and discovery techniques in support of educational demands and research; coordinate and further develop a whole EDULIS Current Awareness Service to alert users to up-to-date resources /information on specified topics; coordinate an effective, directed Marketing and Communications Service to develop awareness of the services provided at all the EDULIS library sites. Collection management: Coordinate and manage the selection, development, utilisation and maintenance of diverse, current, useful and relevant curriculum-directed resource collections in both print and electronic format for all the EDULIS library sites, i.e. EDULIS Head Office Library, District Resource Centre and Mobile Libraries; transform and align collections and library services with the e-Education Vision in order to stay relevant in the 21st century; manage and monitor the selection and assessment processes of all the collections; manage the acquisition of selected material by ensuring that selected materials are in line with the curriculum and the budget; ensure effective and correct fiscal use of budgets allocated for Collection Development at all the library sites; Manage the cataloguing and classification: Manage the operational processes and procedures which ensure that resources are acquisitioned, bibliographically described and discoverable; assist in the cataloguing and classification of library material. Manage processing: Ensure library material is physically processed and maintained in a quality assured way; ensure that different library formats are processed in the prescribed way. Administration: Support the technical training provided to districts; be involved in strategic planning, and innovative change management as a member of the EDULIS Management Team; People management: Manage, coordinate and supervise line function staff and related performance management, appraisal and development systems. Manage human resources of the sub-directorate to achieve the pre-determined performance indicators and service delivery imperatives, motivated, competent, appreciate and performance orientated staff and sound labour relations; participate in the recruitment of staff in the numbers and grades appropriate to ensure the achievement of the sub-diectorate?s business plan; Motivate, train and guide staff within the sub-directorate to achieve and maintain excellence in service delivery; monitor information capacity building withn the sub-directorate; actively manage and promote the maintenance of discipline within the sub-directorate.
