At least a recognised and relevant 3-year degree (REQV 13) which must include appropriate training as an educator. At least eight 8 years appropriate teaching experience. At least two (2) years¿¿¿ experience at a managerial level or Senior Education Specialist level within an educational institution. Proficient in two of the official languages of the Western Cape. Valid drivers' license.
Manage FET Assessment Processes: Develop provincial circulars and guidelines to ensure implementation of national and provincial assessment policies. Develop and implement strategy to effectively mediation of policies with districts/schools to ensure compliance. Develop and implement systems for monitoring assessment and examinations policy implementation. Monitor the implementation of the programme of assessment in all grades. Ensure that systems to manage subject change requests are reviewed and improved. Report to provincial managers, national department of education and Umalusi on systems and quality assurance in the province. Monitor the conduct of the NSC examinations and develop provincial reports. Support all NSC related examination process. Ensure the effective implementation and the NPA, NPPPR, ATPs and programme of assessment (POA) and Policy pertaining to the Conduct, Administration and Management of the NSC examinations. Improve the credibility of school-based assessment:
Review internal assessment management systems in FET Band. Monitor internal moderation systems at school level. Ensure that provincial moderation policy is implemented. Ensure training of teachers to improve school-based assessment practice. Support the process of improving learner attainment: Monitor the conduct of assessment and examinations and the recording and reporting process. Analyse term performance data in FET and report on trends in performance. Ensure that data from examinations and assessment processes are analysed and reports disseminated to schools and districts. Monitor and evaluate the quality and improvement of learner attainment. Ensure that the processes for the NSC awards are successfully managed. Ensure that suitable media are developed and procured to advocate policy. Improve progression and promotion processes:
Ensure common understanding and uniform implementation of progression and promotion requirements amongst districts / schools in FET phase. Monitor consistent implementation of progression and promotion processes and requirements in FET grades. Ensure that the recording and reporting requirements are clearly communicated to districts / schools. Support a common electronic system for recording and reporting in FET. Ensure that appeals process in FET are managed. Manage assessment irregularities: Implement systems to manage assessment irregularities. Manage the implementation of provincial policy for handling assessment and examination irregularities. Investigate examination and assessment irregularities. Develop reports for the PEIC. Manage assessment accommodations/concessions: Collaborate with relevant directorates to ensure that assessment is responsive to learners with special educational needs e.g., accommodations, assessment adaptations, alternative assessment. Support the implementation of the SIAS and provincial systems to identify and manage accommodations/concessions for grades 10¿¿¿12 learners. General. Participate in Directorate strategic planning processes. Participate in provincial and national stakeholder meetings. Ensure that the FET Assessment website is maintained. Research and write appropriate comments on national policy proposals. Improve communication with stakeholders through different means of communication. Manage special projects as required. Have good knowledge of FET assessment policy and regulations, Curriculum and Assessment Policies (CAPS). Facilitate collaboration with internal and external stakeholders.
