Basic 3-year degree or diploma (REQV 13) in Education or teacher qualification preferably (REQV 14) at least 8 years appropriate experience as teacher, valid drivers license ,SACE certificate, high level of proficiency at least TWO of the three official languages of the Western Cape.
Manage the development of eLearning Management Systems, Manage the development of a Learning Management System (LMS) which contains the repository of digital resources and is the enabling vehicle for e-Learning (online communication, collaboration, lessons, and assessment) to be accessed by learners, teachers, parents and officials. Oversee the development of Digital environments which houses specific curriculum related materials for general public consumption including officials. Facilitate the development of a ePortal where available digital resources are advertised. Build modules, courses and relevant spaces for educational activities to match educational needs.
Maintain and support Learning Management Systems. Maintain LMS systems for e-Learning and e-Teaching so that they operate optimally to provide the service to senior curriculum planners, advisors, teachers, learners and parents. Maintaining the structure of the sites to reflect the organizational structure of curriculum i.e. Assessment, Edulis, and others). Liaise with Stakeholders/CeI on plugin needs and other e-Learning system developmental needs. Inform the ICT integration training course offerings of specific skills level training needed to be able to use the systems. Provide support to the SENIOR CURRICULUM PLANNERs as well as to the district e-Learning advisors on structure and use. Advocacy and buy in sessions with SENIOR CURRICULUM PLANNERs and e-Learning advisors for use of systems. Educational level work with the officials at HO and district levels towards an understanding of how the systems fit into the realisation of e-Learning and importantly assisting DCESs to structure their inputs. Engage in sessions and manage Instructional Design (ID) with DCESs. Provide additional support to the official tasked with e-Content (as the repository sits on the LMS system). Provide additional support to pilot projects using the e-Learning systems and other systems. Provide additional support and coordination of software / programs to be loaded onto technology that will use the systems
Liaison with role-player. Work closely with all role-players in the development of systems. Continuous engagement and communication within the WCED organization to effect the systemic change that the e-Learning thrust brings. Communicate plans of action with key stakeholders within Districts and components at head office dealing with districts. Communicate and engage with schools directly on the changed environment. Work with Knowledge Management and Business Intelligence and Districts towards integrated school management systems. Ensure optimal utilization of services that the WAN and LAN offers schools. Advising, informing and obtaining necessary approvals from relevant governance bodies on guidelines and policies created.
Reporting and administration, Measuring, managing and reporting on project risks, constraints and issues, Identifying, negotiating and securing project resource requirements, Making sure project documentation is up to date and saved in the designated repositories. Ensuring that all projects are managed according to project governance processes and procedures. Ensuring project success and minimizing project budget overruns and lack of service delivery. Ensuring strict adherence to the corporate policies of WCED and of the WCG at large, Measuring, managing and reporting on project risks, constraints and issues, Identifying, negotiating and securing project resource requirements. Making sure project documentation is up to date and saved in the designated repositories. Ensuring that all projects are managed according to project governance processes and procedures
The policies, rules, regulations and strategic objectives related to the National and Provincial Department of Education especially with respect to eLearning programme, POPIA and eEducation, Thorough knowledge of knowledge management and information systems, Sense of demographics of WCED.
Advance Computer literacy (MS Suite; Systems; Digital Platforms) , Excellent oral and written communication skills, High degree of focus on departmental needs, customer satisfaction, Quality orientated. Project Management.
