National Diploma (NQF Level 6) or degree in Human Resource Management, Public Administration, Law or any appropriate recognised degree, A valid codes B or EB driver’s licence and a minimum of three (3) years’ experience in Labour Relations in the Public Sector or Private Sector.
Management and processing of grievances, disputes and misconduct matters. Supervisory functions of labour relations officers; Investigate complex matters and represent the WCED when required to do so. Represent the WCED at various structures and or forums on labour related matters (CS Educators and Public Service Personnel). Conduct advocacy and train line functionaries. Implement and monitor operational labour relations policies, keep abreast of change and developments in labour relations and build capacity in order to facilitate labour peace in the institutions managed by the WCED. Advise managers on labour related matters. Support the effective functioning of the Information Management Systems of the directorate including efficient and effective routine data contributions. Conduct weekly quality-check updates on the case management database. Mentoring and development of staff. Preside over cases (CS Educators and Public Service Personnel).
Extensive knowledge regarding grievance. misconduct and dispute processes as well as the HR regulatory framework regarding the Public Service Act, Employment of Educators Act and any other relevant applicable legislation in the education and public service sector.
Computer literate. Excellent written and oral communication skills. Facilitation and Co-ordination skills. Must have the ability to draft, present and evaluate relevant documents for input and or commentary. Be able to work in a team. Ability to formulate, interpret and implement strategy. Ability to organise, plan, make sound decisions and resolve conflict. Ability to lead a team and communicate effectively. Innovative leader with excellent interpersonal relations.
