An appropriate recognized degree (NQF 7) or an equivalent three- or four-year qualification (REQV 13 or higher) which includes professional teacher education or a National Diploma (NQF 6) . Three (3) years' experience in an education environment (School, Education District and/or Head Office) in expulsion and suspension management in basic education sector. A valid driver’s licence (code 8) .Willingness to travel often/frequently and to work irregular hours. The ability to work under pressure, to reason clearly and logically. Good communication skills in at least two of the three official languages of the Western Cape . Good computer skills in the application of MS Office with special reference to Word, Excel and PowerPoint
A. Control, check and set up all expulsion recommendations and advisory committee meetings and attend scheduled meetings: 1. Manage a system of receiving documentation from schools; 2. Screen documentation to ensure correctness; 3. Contact principals when necessary to request outstanding information; 4. Arrange dates for meeting and book venue; 5. Manage the photocopying of the documents and provide committee members with copies thereof; 6. Study and analyse all documents carefully in order to form an opinion re: whether or not the learner should be expelled; 7. Attend all meetings; 8. Act as secretary of committee, taking notes, and sometimes acting as chairperson in his/her absence.
B. Compile and present submission for the Head of Department’s consideration and draft requisite correspondence to principals, parents and district Directors in accordance with the Head of Department’s instructions: 1. Compile submission based on expulsion committee’s members input for Head of Department’s consideration within two days of the meeting (as far as possible); 2. Draft the recommendations and set out the reasons for the recommendation; 3. Do research on applicable legislation which impacts on the decisions and incorporate it in the recommendation; 4. Collect files from the Head of Department’s office; 5. Draft requisite letters to schools and parents in accordance with Head of Department’s instructions; 6. Initiate the translating of letters into the appropriate languages; 7. Drafting requisite instructions to the district office Director in accordance with Head of Department’s instructions, before submitting correspondence for signature. C. Ensure that letters/instructions are faxed/sent and coordinate the posting thereof to schools, district offices and the Director: Specialised Education Support and initiate the compilation and maintenance of a database of all recommendations received and decisions taken: 1. Establish a database for recording all expulsion cases; 2. Provide the Head of Department with analysis on the outcome of expulsions from year to year; 3. Provide relevant information to the ministry on expulsions; 4. Compile reports on expulsion cases. D. Provide advice and assistance to colleagues, parents, principals and district officials re: expulsion process and progress made with recommendations: 1. Attend to telephonic and other enquiries received from parents, educators, principals, School Governing Body members and colleagues regarding the expulsion procedure; 2. Provide feedback re: progress of matters to relevant parties when requested to do so; 3. Initiate information sessions with Circuit Managers as requested; 4. Make presentations to districts on expulsion procedures as requested; 5. Interact with Head of Department regarding individual cases (one-on-one); 6. Interact with the ministry regarding cases; 7. Conduct research for the Head of Department regarding the acts that are relevant to expulsions and individual cases
Advance knowledge of the SA Schools Act and relevant subsidiary regulations; Sound knowledge of legislation that deals with expulsion and suspension in the Basic Education Sector; Advance knowledge of the National Education Policy Act; Advance knowledge of the Employment of Educators Act; Interpretation and application of all national and provincial laws, policies, codes and agreements pertaining to institutional management and governance; Knowledge of the education environment; Extensive knowledge of applicable Education policies and procedures; Knowledge of Project Management .
