A recognised 3-year degree (NQF Level 7) in Human Resource Management/Development, Industrial Psychology or Public Administration/Management or relevant qualification coupled with a minimum of 3 years’ experience and exposure in the human resource development field.
Recommendation: Valid driver’s license (Code B/EB).
Collate and compile the Departmental mandatory Work Skills Plan (WSP), Quarterly and Annual Reports, and other Provincial/ National reports;
Gather and analyse training needs to assist with the department’s annual WSP;
Assist in facilitating the implementation of the Management and Leadership Development Strategy, and other strategies of the department, including all plans and related/ mandatory reporting;
Conduct relevant research on intervention topics for the various management categories within the department, and provide recommendations to management;
Liaise with relevant stakeholders on training and development interventions for the department;
Co-ordinate the procurement of training interventions for rollout via supply chain management and adhere to the PFMA, National Treasury Instruction(s), and departmental prescripts;
Co-ordinate training interventions of departmental programmes i.e. Management and Leadership Development, etc., and assist with the management it’s allocated budget;
Assist with the financial management and monitoring of the department’s 1% skills (WSP) budget and internal programme budget reporting, inclusive of districts and programme budgets;
Report, evaluate and make recommendations on all training interventions implemented;
Render an administrative, advisory, and secretariat function for the Skills Development Committees within the Department; Co-ordinate, collect, analyse and make recommendations on the districts and head office training reports/plans;
Willingness to travel to the various rural and metro district offices relating to WSP matters;
Maintenance, and establishment of relevant training databases and systems and handling of all internal and external stakeholders’ enquiries; and
Supervise staff and manage their performance and development accordingly.
