A relevant three-year degree/diploma in Human Resource Management/ Public Management or similar, plus a minimum of at least 3 years relevant experience in Human Resources and a valid driver?s license.
Maintenance of the Establishment/ Organizational changes:
1. Create a data base to maintain flow of establishment amendments. 2. Analyse system to identify and correct inefficiencies. 3. Advice and guidance to district/head offices/ institutions. 4. Establishment function i.r.o. Appointments and Advertisements. 5. Develop and maintain organograms. 6. Maintain and update excess status on PERSAL.
7. Record keeping. 8. Manage the reservation of posts and post details.
General Establishment Support: 1. Manage the flow of nominations request. 2. Advice and guidance to district/ head offices/ institutions on various functions. 3. Participation in various committees (PPFM, TTT, etc.) 4. Draft and check all submissions for contract, acting and substitute appointments.
Control the implementation of OD reports and establishment adjustments: 1. Analyze OD report. 2. Identify and advise on problem areas. 3. Formulate alternatives. 4. Inform role-players. 5. Manage annual establishment adjustments. 6. Manage the creation, abolition and amendment of posts as approved.
Provide Statistics: 1. Monthly status report. 2. National statistics. 3. Provincial statistics. 4. Management statistics. 5. Ad hoc requests. 6.Request and manipulate exception reports
Establishment training: 1.Assist with the design and development of establishment training courses. 2. Assist/present of above courses. 3. Development of subordinates. Supervision of subordinates: 1. Delegate and control workflow. 2. Guidance and advice to subordinates. 3. Performance and development management. 4. Promote sound labour relations
