To manage the Specialised Learner and Educator Support component in the district.
CHIEF EDUCATION SPECIALIST:

per annum. All-inclusive package to be structured in accordance with the set rules.
A recognized 3-year education qualification (REQV 13). At least 9 years relevant experience in education of which 5 years experience must be in inclusive education/ specialized education/special schools/ specialised support-related field, such as psychology, learning support, therapy, social work; computer literacy. Registration with SACE. A valid Code 8 drivers licence. Recommendation: Appropriate post-graduate qualification; managerial experience.
Manage the implementation of programmes for early identification and interventions relating to barriers to learning and special needs. Analysis and use of WCED data to prevent and address barriers to learning. Support district interventions with regard to literacy and numeracy, early childhood development and the reduction of failure rates. Manage the strengthening of District- and School-based Specialised Support. Ensure the functioning of school learner support systems e.g. School Based Support Teams. Develop and maintain inter- and intra-sectoral networks, collaborations and stakeholder engagements at District level to enhance specialised support. Co-ordinate the implementation of special programmes such as the HIV & TB Lifeskills Programme, School Health Programmes. Implementation and further expansion of inclusive education. Manage the process of strengthening Full-Service /Inclusive Schools. Ensure the building of the capacity of all schools to become more inclusive and to include learners who experience barriers to learning. Assist with the process of strengthening Special Schools and conversion into Special School Resource Centres. Implementation of Inclusive and Specialised Support training and capacity building initiatives for District and Institution-based staff including the planning and co-ordination of the training and development of specialised support specialists and Learning Support teachers in the districts. Perform managerial and administrative tasks with regard to the component. Manage all human capital functions within the component. Performance Management (PMDS and SPMDS) of the component. Manage the co-ordination of all specialised education support based interfaces with Head Office and other districts. Co-ordinate, in consultation with the circuit managers, the deployment and utilisation of specialised support services staff in circuits/clusters. Report on progress in terms of the relevant key performance areas for inclusive and specialised education support in the Annual Performance Plan.
